Public education in the United States has always had very specific objectives: (1) It aims to produce qualified workers for a multilayered labor market. Two hundred years ago, at the college level, this meant doctors, lawyers and Protestant pastors. For the last one hundred years or so, higher education has served a broader middle class, white collar market. The shortage of “voc-tech” options is a function of modern cultural bias—such career paths have long been seen as lower class and traditionally came through an apprenticeship.
